The Former President's Progressive Warning Overlooks The Continent's Real Threat: Technological Decline.

Donald Trump's security policy document presents a flawed view of Europe. The document asserts that open-border policies and what it terms "progressive" policies pose an existential risk to the continent's identity. Yet, this argument is based on a fundamental misreading of the situation. The actual danger confronting the EU is not societal but economic and technological backwardness.

The Stark Economic Divide Between the US and Europe

The data paint a sobering picture. From 2008 and 2023, US GDP surged by 87%, compared to a mere thirteen and a half percent growth for the EU. Over this time, European income per person fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a greater average income than major European economies like France and Italy.

Today, roughly 50% of the world’s top fifty tech companies are US-based, while only four are European.

The Innovation Deficit: A Critical Question

This widening disparity stems from superior productivity growth in the United States, largely due to breakthroughs and better use of resources. The landscape of global tech dominance is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at over ten billion dollars, compared with just 14 in the European continent.

This gap prompts a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Most analysts agree it is essentially a two-horse race involving the US and China, with European nations starting at a clear handicap.

Underlying Factors of Europe's Innovation Gap

A number of key factors account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. The EU still lacks a true unified investment market, which caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a service under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have begun to advance serious reform. Notable reports on European competitiveness and the internal market point to the necessity of major reforms.

With the right policies and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

Europe retains significant strengths: high-quality human capital, excellent education systems, and world-class labs. Coupled with a large internal market and substantial household savings, these elements have the potential to unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now stands at a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, without decisive action to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
